Streamlined Rules Ready!

After a lot hemming, hawing and play-testing, the rules finally made enough sense to condense into a nice, concise package.  Hopefully anyone confused by the previous rule document (the giant text-blob) will find this new explanation much clearer.  It will change over time but this should be considered the first official draft of the rules.
